ORHF Voucher Program.
This program was created to make recovery housing more accessible during early transition, when stability is most important and financial barriers are highest. By offering short-term rental support and a gradual step-down model, the voucher helps residents focus on recovery, employment, and planning for long-term housing without the pressure of immediate full rent. It is a simple, practical tool that supports both residents and providers throughout the transition period.
What the Voucher Covers

A monthly rental voucher paid directly to the recovery home

Up to 12 months of support

Available only in recovery residences that meet NARR standards

Designed for people in early recovery, including those engaged in IOP or outpatient treatment
The voucher does not need to be repaid.
Eligibility
You may qualify if you:

Are 18 or older
-
Are experiencing homelessness, exiting treatment, leaving incarceration, or in another unstable living situation

Have income below 50% AMI
-
Choose a participating NARR-compliant recovery home
-
Agree to follow house rules and remain abstinent

Participate in treatment if enrolled (including IOP)

Meet milestone requirements during the voucher period
Accountability & Milestones
The voucher program is supportive, simple, and structured. Residents agree to:

Weekly check-ins with house staff or peer mentors

Participation in recovery activities or treatment (including IOP for those arriving from Another Chance or similar programs)

Employment engagement beginning in Month 4 (after 90 days of stabilization and treatment focus)

Financial milestones at 90 days, 6 months, and 12 months

Development of a long-term housing plan before the voucher ends
The first three months prioritize stabilization and treatment, acknowledging that early recovery often requires time before adding employment expectations.
Partner Home Requirements
To participate in the ORHF Voucher Program, housing providers must:

Be NARR-certified or formally NARR-aligned
-
Maintain a safe, drug-free, recovery-oriented environment

Provide on-site or readily available peer support

Conduct random drug screening
-
Maintain clear resident expectations and accountability structures

Participate in ORHF reporting and communication protocols
-
Coordinate with treatment providers (IOP, peer support, medical/behavioral health partners)
This ensures all residents receive a consistent, high-quality recovery housing experience.
